Is it New Years Resolutions or New Year's Resolutions?

It's what are you going to promise to do but never achieve.

It's something 98% of people will give up on by mid Feb, who cares?

New year resolutions.
It is a declarative; they belong to the person, not the year.

That's why it is correct. it's the reason new year's resolution is always preceded by another possessive. For example My NY's R, Your NY's R, Bob's NY's R...

It's not. Is your resolution for multiple new years?

Your university's mascot...
Your wife's favorite position...
Your New Year's resolutions...

you possess the resolution. "New Year" in this case is just describing the type of resolutions.
My resolution is to lose weight
is the same as
My New Year (acting as an adjective) Resolution is to lose weight.

If you made a resolution on your birthday, it would be your "birthday resolution"
