While not a mainline opinion, I think this could be your biggest issue..I never use AIO..
You also could have internal NIC issues on the PC itself
Try googling your netgear, and add slow speeds behind it...(You aren't alone)

A modem provides internet to a router..That is its job..Unless you specify settings in your PC that emulate that modems network, it is doing its job...Your issue, as pointed out repeatedly, is that your old router is only pumping what it can pump...Plug into IT and report back
