First off,
17% of teens?
I've personally seen many quit it cold turkey with no problems and not feel the need to smoke again.
ETA - I would imagine the percentage for heroine is much higher.

Pot is a lot like alcohol. It can have negative consequences and probably shouldn't be used by teens at all.
That being said, I'm not prepared to spend tax money to send guys with m-16s to your house to stop you from ingesting a plant that makes you giggly and hungry.

Like with all substances, moderation is paramount.
I actually see nothing to refute, but I am absolutely positive the study was done on a small scale.
Also, what is the author's suggestion?
More prohibition? Pot ain't goin nowhere, so we might as well mitigate all the "terrible consequences of use" and regulate it, huh?

Seems pretty comparable to alcohol to me, as to the percentage of people who seem to get hooked (addicted? I don't know) to the point that it starts to negatively affect their daily lives.
At least from my personal observations.
I'm okay with decriminalization, though. However, I can't say it's one of my huge cause celbres either way.

I am for adults legally using marijuana and other THC products on libertarian grounds.
I'm against teenagers using it on health/consent grounds.
You have a bunch of studies that show alcohol or prescription drug abuse is good for teenagers?
