Probably because you were in their misleading to think you already have the degree.
To say you could not obtain the BS, even with the great start you have in biology sounds more ridiculous than you.

Because they (you) didn't complete the necessary coursework to get a degree in a particular concentration. You dabbled in various majors and got a GENERAL overview of a few of them. Hence, general studies. Is it that hard to comprehend?
