Ponchy Tiger, I emailed LSU regarding this and I got good news back.

There is no difference to Lot 406 for the upcoming season. The strip that wraps around the park is the paved portion of that area that has always been part of Lot 406. All the grass area is still part of the free parking Levee Lot for football.
