shite always amazes me.
In college I worked at a U-Haul place and got calls all the time for shite like...
Idiot -- "I need to rent a car trailer to tow a Ford F150"
Me -- "What are you towing it with sir"
Idiot -- "A Ford Focus"
Me -- "Um I can't rent you that sir. That trailer weighs 3,500 empty"
Idiot -- "Now you listen to me you SOB that car will pull that truck"
Me -- "Yes sir it will PULL it, but how are you going to STOP it?"
Wonderful fail.

What? That boat isn't all that big, and 3rd gen 4Runners are rated to tow over 5000 lbs.
I tow some big arse shite with my Tacoma.
including boats bigger than it.
I'm rated for 6,000 ponds.

Why is it, that you can't rent a trailer if you have an explorer?
Had a sport trac years ago and could not get even the smallest trailer.
I recently towed a 740il with my Tacoma using a Uhaul tow dolly.
I lied and said I was pulling a civic.
The 740 required a tow trailer, but I removed the driveshaft, so it was fine.
Had no issues other than found it's impossible to back in a car being towed with a dolly.

I think because they dont come from the manufacture with a properly rated hitch

I had that conversation literally every week.
U-Haul has a big orange book they call "The Bible" and that is what we were required to go buy. It had every vehicle you could think of in it with it's weight and it's towing capacity.
If the vehicle was not in that book, we couldn't rent to them.

That was a long time ago, but I think this may be correct.

My eyesight might be bad, but is that even a boat trailer?

They made every employee buy one of these books?
How much did it cost you?

Might be able to make a good deal on a 21' contender But damn that would seriously suck.
