Mall of La / BR General petition for Annexation into City

UPDATE: Our Lady of the Lake also petitions for Annexation. LINK

The Mall of Louisiana and Baton Rouge General are petitioning for annexation into the city of Baton Rouge.
In a news release announcing the joint petition, Baton Rouge General board members cited the potential economic impact that an effort to create a new city in the southern unincorporated area of East Baton Rouge Parish could have on Baton Rouge.
quote:
The mall and hospital annexation proposal, which now goes to the Metro Council, is just the latest hurdle to St. George’s incorporation.
St. George organizers told The Advocate that they weren’t surprised by the annexation petition but were disappointed.
“Annexation of the Mall of Louisiana could likely invalidate the current petition process,” St. George spokesman Lionel Rainey said. “This is nothing more than the Baton Rouge City Parish Government yet again trying to inject themselves into the legal, petition process and deny over 70,000 registered voters the right to vote. This is city government and politics at its very worst.”
UPDATE: Our Lady of the Lake also petitions for Annexation. LINK
quote:
"Our Lady of the Lake has filed an annexation petition with the City asking that the hospital’s property contiguous to the Essen/Hennessy campus be incorporated within the city limits. Today the hospital campus is divided with the main hospital and Hennessy Blvd medical office buildings operating within the current Baton Rouge city limits while the Tau Center and an adjacent 60-acres are outside the city limits, yet operate within the parish. Straddling the city/parish boundary creates challenges with first responders such as fire or law enforcement, as well as separate planning and zoning commissions.

Ascension, Livingston, Central and Zachary strongly support this move.

Did they really expect the city to just roll over and let the St. George people grab a big chunk of their tax revenue? Costco and Celtic Studios will be next.

Gotta keep those sneaker stores in Baton Rouge proper.

I'm actually glad about this now. The Mall of La is going to crap really fast.

This was not unexpected, and no doubt will seriously hurt the SG efforts.
It's hard enough to overcome city hall, but when they start taking parts and pieces away from you to keep you in your place, there is little you can do.
BTW, exactly what are the details of the annexation? Since neither the BRGH or the Mall "touch" BR, can they just request annexation without the other property owners "between" their properties and the city agreeing or have these property owners joined in with the two principal entities?
Just curious, because no matter what I'm thinking it's a done deal.
Well maybe the BRAF plan might help the school situation. We shall see.
Thxs for the link Mickey.
ETA: after reading the petition linked in the Advocate article, I believe they are including the railroad tracks to tie the city to the affected properties if I understand it correctly.
I'd bet they can get L'Auberge the same way. LOL
When it's time for desperate measures govt. can get really creative.

Why would that be?

I haven't looked at the map, but the NOLA.com article says
quote:
Baton Rouge General's Bluebonnet campus is currently in the unincorporated area of the parish and provides the city-parish with a contiguous path to annex the mall.
so

Maybe they would have to throw out any resident signatures from nearby? Again, I haven't studied the maps to see if they include any residential areas, but there are some apartments/condos between Essen & BR General.

You called it.

Makes no sense unless the petition describes a legal entity and this would radically change that description.

He's a genius, no one could see this coming.

I didn't say that. I just distinctly remember him saying this would happen very early on in discussions regarding feasibility.
I didn't realize they had such a simple path, honestly.

I don't know if this is it since these are all commercial properties. I think it has more to do with the proposed boundaries of St. George as stated in the petition. It has been a while since I have signed, but I do not believe it just says "unincorporated areas."
Congrats City of Baton Rouge, amazing what you can do when you out-rhetoric and out-lie your opposition.

That's what I was wondering also. Can you "amend" a petition to redefine the boundaries? Wouldn't they have had to do that anyway with the loss of the Costco/Celtic Studios area?

You called it.
Back last September when the petition drive first started and I posted on here there was no way the city of BR was going to let the Mall's sales taxes walk away, I was told I was wrong...along with being called a few choice names.
Now the SG proponents will likely claim they knew all along the Mall would opt to be in BR. Just watch and see if that doesn't happen.

The one in Livingston perhaps, the main campus is already in the city.

They would just have to remove the signatures of the few residents who might live in the included area who signed.
I'm thinking it's likely Rainey is already looking for an excuse to suspend the petition drive by blaming this annexation rather than admitting they couldn't get the required number of signatures. It's merely a face-saving excuse.
