Kip is definitely pro business. Especially for the downtown clique, but prop business overall too.

His biggest claim to fame was the Green Light Plan. To his credit, he got it passed and it seems to be delivering on the promises he made.

The way he let crime get out of hand for awhile is a blot on his resume", but he bounced back from that with the new aggressive programs targeting the various zip codes. That has worked well too.

He's pushed hard to alleviate regional traffic problems, and the only thing I criticize him for is not taking on the people blocking the reengineering of I-10 from the split across to the West side.

Kip definitely came in at the right time. Too much of people balancing budgets, but not getting anything new done was choking the parish. Kip did his part to open things up.

He's gotten arrogant now, but he was the right man for the job initially.

Correct. If there are no registered voters being annexed, then they need a majority of property owners as well as 25% of the value of all the properties being annexed to agree to it.

I may have misread the petition, but it appeared they were not getting but a handful of property owners. Did you read it differently than I did?

He plans on running for Lt Gov. You don't think he needs the white vote to win statewide?

He will need the Democrat Party first and foremost to make the runoff, and then he can run more to the middle.

He couldn't stand a challenge from within the ranks so he has to tie down the Democrat base.

That doesn't include half of EBR parish.

BTW, Kip might make a good Lt. Gov. They have little money to spend and are mostly titular.

Now if he ever got a hold of the Mansion (say the Gov. died); look out. He is a big spender with big ideas.

Agree that there is a wide gulf between magnets and most (but not all) non-magnets. However there seems to be a tinge of blame in your statement that if there were no magnets, the EBR schools would be better. I completely disagree. If anything they need to keep building magnets as long as there are waiting lists at the existing schools. That's how you attract good students from families who care about education back into the school system.

He did fine there, I think he messed up when he quit having regular police academies and we were losing people from within the ranks who were no being replaced.

It is hard to find much Kip did wrong except let the big ideas go to his head, etc.

Looking at the city map, it appears that there are a small number of residential areas between OLOL and BRGH. Can they carve out just the commercial properties and not include the residential?

The law says that if there are any registered voters in the area to be annexed, they have to assent to it.

The link to the petition that was originally in the OP is gone now but when I read it there were dozens of property owners listed on it.

I didn't read carefully enough to see if that was the list of just the property owners asking to be annexed or if it was the list of all the owners in the proposed area.

What is missing is how many total property owners are there in the proposed annexation area?

The 25% value threshold should be easy to meet since the MoL's value alone probably exceeds that amount.

No, the law doesn't say that.

They are just included in the total number of property owners which the 50%+ threshold must meet in order for it to be a valid annexation petition.

I know because I own some residential property that was annexed a few years ago and I didn't "assent" to it.

In fact, I didn't even know it was being considered for annexation. I read about it after it happened.
