Shotgun plugs and capacity

I've always been told 2+1 is the capacity, but I came across this old thread that says that only implies to migratory birds. What is the correct answer?

Capacity is the number of shells you can hold in your gun period. Most guns are 5, however most can be plugged to hold less.

Crows are migratory birds and you can shoot them with a magazine extension if you want to...

So in Louisiana if I'm hunting Squirrels can I yank the plug out?

This comes up on here ever so often, and the answer is no. The only time you can hunt without a plug is during the conservation goose season.

I could be wrong, but I thought that if you were deer hunting with a shotgun you could remove the plug.

The uncertainty over this regulation really needs to be sorted out. I've looked at all the regs and come away with two different opinions myself. I've never pulled the plug from my gun and have no need or want to. But the fact that this topic comes up an a regular basis and there is still confusion tells me that the regs should be cleaned up.

This is the correct answer, in LA always a plug, in Mississippi okay with no plug for deer squirrel etc (or was the case when I use to hunt shotguns in Mississippi)but none the less it is left up to the state and each state has different regulations, the one for LA has already been posted and is clear

I called the GW in New Orleans. He said in LA a plug is required for hunting deer with a shotgun. Case closed.

I've been checked atleast 3 time for a plug while squirrel hunting and my dad and cousin got tickets for no plugs while squirrel hunting.
