Does Jamarcus Russell have the strongest arm in the history of football?

It was stated on another board that he "arguably" does.

It sounds ridiculous at first, but if not him, who?

Elway and Favre come to mind, but I don't know. Jamarcus can (present tense, mind you) slang it.

During one of the Patriots Super Bowl media days they were discussing Tom Brady's arm strength and a reporter asked Bill Belicheck who had the strongest arm he had seen in his 30+ years of coaching. He said without a doubt it's Bert Jones. Bert Jones has said multiple times that the only person he has ever seen with a better arm than him is Jamarcus. So there's that.
