Who was the best college football program of the '90s: Florida State or Nebraska

Both programs completely dominated the '90s and were clearly the two best programs during the decade. Who did you think was better?
Florida State 109-13-1, 2 national championships
Nebraska 108-16-1, 3 national championships
Case for Florida State
Had the best winning percentage and was the winningest program of the '90s
2-0 against Nebraska in head to head meetings
Finished in the top 5 every year compared to Nebraska's five top 5 finishes in the '90s
Case for Nebraska
More national championships
Had a better peak (60-3 from 1993-1997 with three national championship and came a breath away from winning a fourth in '93)
Played against moderately better competition (Big 8/Big 12 clearly posed more of a challenge than the ACC which was essentially Florida State and the eight dwarves. FSU tried to make up for it by scheduling tough out of conference opponents but Nebraska's OOC schedule was always very solid in its own right.)

Counting the 1990 year:
FSU played
1990: Miami, Auburn, LSU, Florida, Penn State
1991: Michigan, LSU, Miami, Florida, Texas A&M
1992: Miami, Florida, Nebraska
1993: Miami, Florida, Notre Dame (when they were great), Nebraska
1994: Miami, Notre Dame, Florida (twice)
But really it's the games against ND and Miami and then against Florida in 1994 that solidify the early 90's - those were epic matchups.
I give the edge to FSU.

Nope, they are in the top 5, but there are other teams that were better all decade long, starting with 1 in their own division, that's not the case in the 90's, surprisingly 2 difference decades have different circumstances.

Texas has been a perennial top 10 team in the 00's but not top 4/5. To me that is a huge difference. To be in the top 4 13 straight seasons is sick.
And FSU played Miami and Florida almost every year, 2 other teams always up there. It was damn hard to go undefeated with those 2 on your schedule

FSU.
Nebraska had the benefit of their nemesis OU being crappy for most of the 90's. Not to take anything away.. Huskers had some awesome teams back then.

this is almost too close to call. as the OP said, fsu was more consistent, but nebraska had the better peak, and 95 nebraska is widely considered the greatest team of all time.
can somebody post stats of nebraska and fsu's records against teams in say the top 5 or top 10 during the 90s? that may clear things up a bit

I want to say they're both 1 and 1A. You can make arguments against them easier than for them I think. I think what really gives NU the edge is they were as dangerous with Jamal Lord and Solich initially as they were with Osbourn. But then that gives edge to FSU, as Bowden was there all decade. The fall of Blackshirts for one year probably lends me to go to FSU, because what caused FSU demise was their lack of DL at end of Bowden's and beginning of Jimbo's era. FSU defense usually was scary good/great as a unit.
