State record speckled trout or not?

Been getting this picture all day today and yesterday. Nobody seems to know this young fellow and I have also seen 3 different weights. Said it was caught by the Mardi Gras rigs out of dularge.

Looks like John Solari to me. He's been on the cover of La Sportsman before for specks he caught.

As far as I'm concerned you can eat specs regardless of size, but I've also never caught a spec big enough to have to worry about that
