Pretty much splitting hairs between Virginia Tech and West Virginia.

Oregon isn't even Top 40 all-time in wins.

Oregon was flat out horrible until the mid 90s. They've only been relevant for about 15 years so it's not surprising they haven't won a title

West Virginia is the top candidate, then Virginia Tech, then Oregon, and then TAMU. I will give Boise State the number 5 slot just because of their recent success.

Texas A & M has 2 titles (both ancient though)

Wisconsin Badgers-- I don't know if they have any legitimate titles that are recognized, even though I found this tidbit on wiki:

All national championships are mythical. Since teams such as Notre Dame, Alabama, and Southern Cal count a championship given by any of the recognized polls and rating services, it is only right that Wisconsin can state that the Badger teams of 1912 and 1942 were national champions. In point of fact, the 1942 Badgers were the only team to defeat the consensus national champions, Ohio State, in a game at Madison which was marred by the illness contacted by the Ohio State team on the train trip to Wisconsin. Ohio State was coached by Paul Brown from Massillon while Wisconsin was coached by a Notre Dame "Four Horseman, Harry Stuhldreher, also of Massillon.
