To the extent that Carter Page communicated about the campaign, sure. But Page had real interactions with Russian government and intelligence operatives. This was not the first time that Page was the subject of FISA surveillance. The FBI had their eyes on him well before he joined the Trump campaign as an advisor. Anyone that communicated with Kislayak would have been monitored. If you would have called Kislyak you would have been monitored. But that is to be expected…he was the *Russian ambassador*. Someone like Flynn would certainly be expected to know this.

Carter page worked for the cia.. He was an Fbi informant. Of course he talked to Russians. He was directed to. That's is the reason they went after him and lied on the fisa report saying that he was not a cia asset.
