Some of it is negotiating tactics. You throw shite at the wall and see what sticks. Always start with your highest demand and work from there.

All of it is negotiation and exaggeration, except when it isn't, then it's real and it's definitely going to happen, except when it changes because that was the plan all along. We won't know which is which until after the fact, when we will declare that it was always the plan and anyone who couldn't see it coming was blind. Any changes that happened were foreseen (by Trump only) who planned to make those changes anyway, even if they weren't what he originally said, because that was just negotiation
