To orchestrate this both to include those people and have it in Florida, they're probably going to have to include them all in one shot, and an absolute shite-ton of other people. They will have to allege a conspiracy over 6 years involving 3 different administrations and several unrelated groups of people to end up in Florida.

Zero chance. Even if they had Obama on video openly discussing a crime and how he did it, they would still have a hard time convicting anywhere in and around DC. Nope. This is a zero % chance.

That would be one hell of a stretch. Proper venue would be DC (where the vast majority of the criminal conduct occurred). Hope they pull it off.
