That sucks.
The schools were amenable to moving the game which could have allowed for an overhaul of the CFB playoff schedule and ultimately the calendar, which causes a ton of issues with the sport.

Seems like they need to make a choice on if they want to be considered for the playoff or have their stand alone game at end of season.
I would assume the Executive Order just blocks out the time slot, should they want to use it, but doesn’t mandate that they use it.

The actual text basically uses Commerce and FCC to try to dissuade others from scheduling on that date, but what you can do in an EO is limited. It's as much a signaling device to the CFP and the university presidents as anything else.
Section 1. Purpose. For over a century, the Army-Navy Game, known as “America’s Game,” has stood as a symbol of excellence and the American spirit. Now, the recent and potentially ongoing expansion of the College Football Playoffs (CFP) and other postseason college football games threatens to encroach upon the second Saturday in December — a date traditionally reserved exclusively for “America’s Game.” Such scheduling conflicts weaken the national focus on our Military Service Academies and detract from a morale-building event of vital interest to the Department of War. Accordingly, it is the policy of the United States that no college football game, specifically college football’s CFP or other postseason games, be broadcast in a manner that directly conflicts with the Army-Navy Game.
Sec. 2. Implementation. (a) The Secretary of Commerce and the Chairman of the Federal Communications Commission (FCC) shall coordinate with the CFP Committee, the National Collegiate Athletic Association, related organizations, other appropriate Government agencies, and the playoffs’ broadcast and media rights partners with the goal of establishing an exclusive window for the Army-Navy Game, during which no other college football game is broadcast.
(b) The Chairman of the FCC shall consider reviewing the public interest obligations of broadcast licensees to determine whether those obligations would require that the Army-Navy Game remain a national service event.

Even that wouldn't standup to a challenge. Only 1 broadcast network can show the game. The EO essentially tells other channels that they cannot run a competing game at that time even though their competitor is the one making the money off that game. It hasn't ever been an issue because no other FBS games are played on that day, but if games were available then they would fight it.
And in any case it would only (at most) affect broadcast channels. The FCC has very little power at all over a cable channel like ESPN or ESPN2 and cannot tell them what programming they can air.

This is true. The one thing he can order without question is when the game itself is played. The rest is a strongly worded suggestion.

Except the game moved to the second Saturday in December only about 15 years ago.
Historically, the game was played Thanksgiving weekend, then it moved to early December in the 1980’s, and eventually to the second Saturday around 2010.

So a pointless EO that holds no power but his base will praise it like it actually does something. And I thought we hated EOs 3 years ago
