In September 1950, the U.S. Navy conducted Operation Sea-Spray, a secret biological warfare experiment, by spraying Serratia marcescens and Bacillus globigii bacteria from ships off the coast of San Francisco. The test aimed to assess the city's vulnerability to bioweapon attacks, demonstrating that aerosol agents could effectively cover a large, coastal city.

They just pivoted into some other project with a different name using different technology for different goals while lying about it to anyone who asked.

This is not new or shocking. They have been trying for a long time to fly into hurricanes and get them to weaken. The original idea was that when hurricanes hit warmer water they gain strength when they hit cooler waters they lose strength. So the idea was to fly above them and try to dump chemicals that would cool the water.

Why do people continue to fund a government that uses tax revenue to fund an entity that disparages the people?
