Trump is just throwing some grief towards SCOTUS.... deservingly so.
The countries that matter won't attempt to collect refunds because they understand what the consequences will be.... higher tariffs next time around.

The refunds would be owed to businesses , not governments.
How would you feel if the government took money from you illegally? Would you just pay the tax because you are scared of retaliation from the government? See how messed up this is?

Tariffs aren’t an executive order you complete idiot. The statutes Congress passed empower the executive branch to set the tariffs.
