It's not just him, the legislature isn't just a rubber stamp for him but is filled with enough ardent believers in the same failed policies that there's no difference.
Californians voted for this. As they flee what they've wrought I can only pray they realize their piss-poor choices are what did that to the once great state and thus learn from their mistakes and not do it again in the new home states.
While a few may, history tends to show that people with bad ideas, who then flee from their bad ideas, tend to make the same bad ideas in their new home.
