Not shocking. PR is a corrupt shithole. I've had attempted extortions by multiple govt officials there. The only ones who stay are the ones who run the island and the ones too poor to leave.

It'll take more than that. The grid is deeply flawed from a design perspective and throwing gen units at it won't fix the problem. Also there's a 0.0% chance any investors are pumping that much cash into PR given the credit worthiness of the population.
