Not taking up for Massie or criticizing him. Just looking beyond the sensational headline that he voted to defund ice and providing some more context....
In reading more about the bill - it's considered a "minibus" rather than a standalone bill (like BCreed posted). The vote was not to fund or defund ice as this thread title says. It was to fund DHS which included extending Cisa and providing Cisa to hire more staff. Cisa is the Cybersecuruty Information Sharing Act of 2015.
As i understand it, Cisa is what gave the government "authority" to censor tech companies like fb and Twitter around the 2020 election.
"The practice of CISA forwarding election-related concerns to social media companies (dubbed "switchboarding") is seen as a way to bypass constitutional restrictions on government censorship, as noted in a House Judiciary Committee report."
This bill did cut funding to CISA in some areas, but also extended it and provided money to hire more staff.
This is what Massie is pointing to for his no vote.

What if I told you the bill that passed actually did defund ice?
The bill reduces funding for Immigration and Customs Enforcement (ICE) enforcement and removal operations by $115 million, while keeping the overall budget for the agency flat. Additionally, it reduces the number of ICE detention beds by 5,500, cuts Border Patrol funding by $1.8 billion, and increases oversight through the Office of the Inspector General as well as the Office for Civil Rights and Civil Liberties, which President Trump sought to eliminate last year.
DeLauro and Murray have pointed out that Democrats did secure $20 million for body cameras for ICE personnel, as well as cuts in ICE funding for enforcement and removal operations and the number of detention beds.
