Alleged Greenland Deal: Trumpspeak or the Truth?

President Trump is a great salesman, but I'm not buying that there's a deal or even a framework of a deal re Greenland. He has not spoken with either Greenland or Denmark about the deal. NATO cannot negotiate on their behalf.
This very short clip was particularly entertaining. My favorite claim was "It's a deal that people jumped at." What deal? I thought it was a framework. Which people? Trump hasn't spoken with Greenland or Denmark about it.
Do you think there is a deal or a framework in place?
ETA: To clarify, there's no doubt that Trump was claiming the "deal" or "framework" came solely out of his meeting with NATO Secretary General Mark Rutte...

Here's how this is going to work. We build infrastructure in Greenland to support a military presence. This will create jobs for the native population and raise the standard of living. After a few years the Greenlanders will be begging to be an American territory.
