I think 5 so far, including the lead prosecutor on the fraud cases.

Several prosecutors from the DOJ civil rights division have also resigned because, unlike most law enforcement homicides, they were ordered not to open an investigation.

Prosecutors, as a general matter, don’t “open investigations.” They may certainly develop a matter further once they receive “a case” from a given law enforcement agency, but very rarely do they “open” investigations. And while I don’t know the definitive answer to this (there isn’t one single “standard” by which every single law enforcement agency follows, certainly not across both the federal and state systems), but I feel very confident saying that it’s not routine to “open an investigation” on every single LEO fatal shooting case in terms of immediately and automatically approaching it from a criminal angle, i.e. an unjustified, criminal act.
