That happened. That was under the department of "HUD" Which was for housing for urban development.
But really just ment folks of colored skin from section8/inner city areas.
It was created for the poor, but not the poor whites, asians, hispanics. But specifically those of color.
They put them right in the middle of Upper middle class so they could get away from their own and have a shot at a better life.
The reality is, they came and chose the same behavior they grew up doing. Just in areas where they didnt have any opposition.

Yup, this was in one of the towns I lived, they were Republican and growing fast.
Then they elected a Democrat.
The schools went from 6-9s to 3-5s over the next 10 years.
The secret is to live in a city that's been integrated since before 1995.
Those cities already figured out how to keep the worst of the worst out.
Unlike the late to the party burbs, those get the worst coming in.
Or private school your kids.
