New York City passes COPA Act-NGOs & Government get right of 1st refusal on 4+ unit homes

The Community Opportunity to Purchase Act, or COPA, sponsored by Council Member Sandy Nurse now requires owners of certain distressed multifamily buildings (any building with over 4 units in it to notify the Department of Housing Preservation and Development before listing, giving qualified nonprofits 25 to 90 days to make offers and a right of first refusal.
What is really awesome about this is the unintended consequences of such a proposal--what is the unintended consequence you ask? Well non-profits do not pay property taxes in New York City so they are taking those buildings off of the tax assessors' role and that money will need to be made up by increased property taxes on the others who pay taxes.

Man that is really bad. This thing flew under the radar compared to some of the other shot going on but this sets an incredibly bad precedent. NY is on a sprint to the bottom.

Some property owners will take them to court on this and win.

Not only not pay taxes but once they own they have to spend taxpayer money to keep them up. And will likely give low or no rent to people who already don’t pay taxes and the city will pay for rent subsidy with taxpayer money.

You'd think we'd have at least one judge to strike this down as unconstitutional.
