Well, it's not a good sign. It's probably some combination of:
(a) he is a pussy and unwilling to do the hard work to enact change;
(b) the bureau is so corrupt and disgusting that things can't be fixed;
(c) he is getting out in front of what he perceives as a sinking ship administration.
