You're melting over political puffery. This is just him doing the "I would arrest Bibi for his outstanding international warrants" routine.
So, in the context of what he's discussing, to specifically answer your question, he'd do that.
But Bibi isn't going to take that risk because, although NYC would be preempted by the feds (who would not seek such an arrest), there is always the possibility that NYC could theoretically extradite Bibi to a country who would prosecute him (among which are many options). So this is all just standard political puffery and nothing to react to other than chuckling at the kid promising free coke machine for middle school student elections.

So you won't man up and commit to answering anything. Just saying it's "puffery".
Saying international law supersedes American law, is not a game of "puffery". Man up and tell us your thoughts on if he isn't just being "puffy". He clearly isn't just talking about arresting Bibi, but using that to hide a bigger intent.
If it was an actual American saying this, sure we can maybe toss it up to some "puffery". But it isn't. It's a foreigner that doesn't care for or respect this nation, so no, benefit of the doubt is not given.
