Why does there have to be a congressional vote to release Epstein files?

If Massie has them, why can't he just turn over everything to all the media outlets and let them do what they want? Why does Congress have to be involved in releasing information about a prostituion ring?

More importantly, why does Congress even play a role in this at all. It’s not their files - it’s the police and FBI and the courts.

While POTUS can declassify pretty autonomously, I can understand why the legislature would require a vote. Otherwise anyone with access could release whatever they wanted and it could be a disaster.

Because it's not really about a "prostitution ring". If you want to understand the bigger picture, watch the video below and do some due diligence.

Because the police, FBI, and the courts will not release them on their own. Congress is going to have to force them too. I'm not sure what the house is even bothering with because unless there is a process I'm not aware of the senate would have to vote on the resolution and Trump would then have to sign it to a law forcing their release.
The house can certainly vote on sending a strongly worded letter though.

Nope, unless it were an unauthorized disclosure of classified material, which obviously this isn’t that kind of situation, then no, nothing whatsoever is stopping him. In fact, as a member of Congress he even retains some extra layers of protection from personal liability for, say, libel or slander, which the rest of us wouldn’t have. Even more of a reason why he should by all means announce what he knows.
