No this isn't McDonald's it is a regular office.
For some reason I find it odd and off putting

Lights are annoying... some make noises. Natural light is better.

I keep a desk lamp on and my tv stays on behind me playing a photo slideshow. Overhead lights only come on for guests and team meetings. Also, my team does the same thing.

I only ever turn my lights on if I have to get on a video call.
ETA: even then it’s only lamp light. I’m pretty opposed to overhead lighting in general. I prefer lamp lighting in almost all circumstances.

I have a huge window in mine, so I get plenty of natural light. Also, when I hear someone in the outer office asking for me I shout, "he's not here, his light's off!"

I assume he has a computer? Because if so, what does it matter if the lights are on or not? It’s not like he’s sitting there in literal darkness trying to hammer a nail or read a report or some shite.
