This is known as political jujitsu. The Dems wanted to put Trump on the spot for SNAP. Trump is showing good faith about funding of SNAP and puts the ball back in the Dems court where it belongs.

This "emergency funding" being harped about is only 5 billion, enough to fund SNAP for a couple of weeks.
Its emergency for a reason, ie to give relief during things like hurricanes......its hurricane season......and most states vulnerable are red states.
