I'm wondering if it has to do with the group of teens who posted video of themselves running from the area pretty much immediately after the fire started.
I will also like to see what evidence they have to make an arson arrest. It seems a bit suspicious given that fire started in almost the same spot that a fire had burned several days before. That's a big coincidence to overcome. I would hope this isn't a "cover your arse" deal for the LAFD/other interests who should have monitored the previous fire for hotspots.
ETA: There are massive lawsuits against multiple LA county agencies and the power company (some legit, others just hopeful fishing). This fire, (the actual start of this fire, not a subsequent fire that may have been set after the initial start) being labeled "Arson" would have a huge impact on that litigation and could eventually allow some parties off the hook.

Accordinc to pilicy no, they insurance companies could sue the arsonists to recover their losses. The only losses the insurance companies would be shielded from would be if the individual arsonists homes burned by the fire they started.
That said I wouldn't be shocked if insurance companies said 'go sue the arsonists, your loss is not our problem' [even though they collect premiums to cover such losses
