Penn State’s SoS is near the bottom of all FBS schools, despite having played the #2 Oregon.
They have played absolutely no one except Oregon at home, and they’ve managed to lose two games, but hey… they kept it close against the Ducks. They must be good.

Penn state and Texas have no argument to be ranked. Neither has anything close to a quality win and Penn State has the worst loss in college football this year.

Bout 20 seems generous given they've lost 2 of their 5 games to the only ranked teams on their entire schedule.
