Not necessarily. It depends on what kind you bring in.
The US and Australia have stopped prioritizing bringing in like-minded individuals. Those policies were deemed to be inappropriate and insensitive. 50 years ago the US and Australia had a hardline policies against people of different backgrounds.

The speed of calling the incident to the police, the police response time and the neutralizing the perp are amazing.
In the USA, you'd be trying to get the 911 operator to understand the problem.

One mentioned the need to shoot a person wearing a vest designed to explode between his nose and his adam's apple to prevent his brain from activating a switch that would explode the vest. It also commented that vests are home made and that makes it impossible to tell the explosive ones from the ones that just look to be dangerous. Only when they explode and then it's too late.
