Why is it during a famine we send staple goods but it's EBT cards in the US?

Beans, rice, flour, canned meat, veggies, etc. Food that won't perish but provides protein, and carbs.
So why should the US government not do the same here. Cancel ebt cards. Hand out sacks of beans, flour, sugar, rice, etc each month to poor families. If you want steak, candy, sodas, etc., then get a job with a paycheck and buy those items with monies you earn.

Instead of an ebt card it should be a chicken suit that you wear to the store with velcro on feathers that spend like cash. You get new ebt feathers every month and when you run out you’re out of food. To prevent fraud, the chicken suit must always be worn to the store. No suit no food

Truthfully, if the government did this it would probably cost more money than an ebt card.
Just limit what they can buy with the card to beans, rice etc.

Most bean varieties, and long grain white rice, when stored in sealed mylar bags with oxygen absorbers, last up to and beyond 25 years.
Beans and rice, when combined, produce a natural protein and can sustain life and ample nutrients on their own for very prolonged periods of time.

EBT cards should be non transferable and limited to the procurement of staple goods. They should be unusable for Doritos, Cheetos, etc., gas stations or standalone drug stores.

actual food is not what the grifters want (yes grifters if sob really wanted to be in control and responsible for their lives its called a job , yea go get one ) as most use it for liquor and cigs and for the politicians the ebt is leverage ( free money for your vote please ) all the while
