You'll see a ton of lanky, feeble looking white kids at Antifa/etc. rallies just like this. Slap a flag shirt and sunglasses on them and they're this guy.
I have no inclination about what exactly we're dealing with, but I think tons of those types could very easily make themselves look exactly like this.
