Next question... how does this compare to prior policy? More? Less? Same?
At face value I don't like it, but without comparison it's hard to accurately judge it.

I don’t like this at all. But it does smell like his form of negotiating.
Say some crazy high number to pique China’s interest and see if that is a way to affect economic negotiations.
