Who is your biggest villian who isnt actually written as a villian?

Cal wasn't even that bad when you look at it from his point of view. He loved Rose, proposed to her, bought her everything she could possibly want and even paid for her and her mother to return home to America on the most luxurious accommodations that existed at the time (and possibly, that have ever existed). Meanwhile, Rose complains about everything the entire trip (though 85 years later she'd only have good things to say about the ship), sneaks out to party with frickboys, and chooses to die with a hippie backpacker she's known for 3 days rather than knowing you any longer.
Yeah he kinda broke down in the end, but he really didn't do anything wrong for the first half of the movie.

This might be an unpopular take, but after watching The Lord of the Rings again, Frodo.
Sam saves Frodo from the orcs and carries his arse to Mount Doom after Frodo trusts a back stabbing Gollum over Sam, who’s been his friend the entire time, and then he has the audacity to keep the ring for himself instead of throwing it in the lava. The only reason the ring was destroyed was because his bitch arse threw Gollum into the lava fighting him for the ring. And then Sam saves his bitch arse AGAIN. And then he doesn’t even tell Sam he’s going with Bilbo to the land of the undying until he’s about to get on the boat. He’s a self-serving, whiny little bitch the entire trilogy.

The hot scientist from Deep Blue Sea. She was supposed to be the hero and essentially the main character but test audiences blamed her for the chaos and wanted her eaten because... she was the only character in history who wasn't allowed to atone for her mistakes I guess..
So they reshot the ending, cut several of her scenes before killing her off and poor Thomas Jane never got to smash...
