Canada is broke and finding revenue is difficult. So easy pickings are to reach into US companies and grab revenue in the form of a tax for services. They literally want to reach in and grab their 3 1/2% from our tech companies.
The EU does the same thing and in fact Canada in their desire to be European, adopted the methodology.
