To the baws of Central…Why is it taking 9 years to expand a 1 mile stretch of Sullivan Rd

The portion between Hooper and Wax is approximately a mile and it seems to have been under construction for about 9 years now and it doesn’t appear close to being finished.

What’s taking so long and what’s the end date of that clusterfrick?

I mean, this was done in a single weekend:

That is great question Speedy. The longest road project in the history of man. The State Capitol was built faster in the frickin 40's.......As a resident of Central, I am beyond pissed.

Apparently the original contractor screwed up drainage or sewage and it became a finger pointing thing for a while. New contractor just started and is supposed to be done by April

Once you get that answered, maybe you can get some details on the clusterfrick that is Juban Road in Denham Springs, between I-12 and Florida.

I haven't gone back to verify, but in my memory, that project was already underway when the 2016 Flood happened--so bumping 9 years itself.

Shenanigans and screw ups are so prevalent with construction contractors that entire law firms are devoted solely to this practice area.

Correct. It sat stagnant with no work for what felt like years. I also read that the new contract was awarded to the same original contractor because they were the only ones to bid on it due to the way the job was bidded / packaged. Not 100% sure of the truth on that.

If DOTD was allowed to do their own construction instead of being required to hire contractors we would be better off on these small jobs. Prior to the 70s most roads were maintained by State workers with a fraction of the red tape.

Welcome to government. We have to go with the 'lowest' bidder even if we know they are shite.

We just lost one of our best contractors because the ivory tower 'revised' the bid after he sent in his bid and went on vacation. The contractor we will be using now is pure shite and will likely end up costing more money in the end.

They are probably in the same boat as us where they either don't have the people to do the job or doesn't have the equipment to do it. Sometimes it is better to hire a contractor to do certain jobs especially if they specify in that job.

This happened. I'm telling you what happened. After he sent in his bid they put in and amendment and he didn't revise his bid. Had my department known about if we would have told him to revise his bid.

We might be 'talking' about two different things. This is a 'yearly' contract and not a 'singular job' contract.

Gotcha. Seems kinda strange the contractor wouldn't have someone at his firm watching this knowing a bid opening is coming, plus notifications of posted addendums is sent to all plan holders for a typical construction project.

I don't typically deal with as needed though, so the process is probably a little different. I've been burned different ways though. Lost out on a good contractor that was low bid because the POR put some ridiculous license classification requirement buried deep in the spec, ended up costing us almost double and the "winning" contractor has been absolute trash. Great learning experience though

Well he is basically a 1 man show. He knew the contract was coming and went on vacation after he sent it in. He should have waited for it to close. Had we known that there was an amendment we would have called him (i know that kinda isn't legal but frick it).

It's going to be a rough year for us because the company that won the bid is simply a supplier and has ZERO tech support.
