Did some cursory research and it appears the 11 p.m. local time rule applies.

Looking at a rules book from a couple years ago for regional/supers, it repeatedly states that

I read "should" as a suggestion, not a requirement. It would read "shall" if it was a requirement.

Again, that is for when games should start, as I cannot find anything about resuming a game. So this could all be irrelevant

My initial guess was 90 min of rain. They paused the game 20 min before arrival. So 2 hrs delay.

I would say warm ups begin 9:30, but there’s a second line developing behind the first. That may delay it further.
