Here are the 5 steps he proposes:
Step 1 - Restore the Family [00:52]: Sowell emphasizes the collapse of the Black family, noting that over 70% of Black children are born to unmarried mothers, as a major factor in rising crime rates [01:01]. He argues that policies like the "war on poverty" have incentivized this collapse [01:18].
Step 2 - Reform Education [03:05]: He believes the public education system often prioritizes politics over education, failing to provide basic literacy [03:14]. He highlights the success of charter schools and voucher programs, emphasizing expectations, structure, and freedom from bureaucracy [03:46].
Step 3 - End Perverse Incentives [05:08]: Sowell contends that government programs have unintentionally rewarded dependency and irresponsibility, contributing to the breakdown of inner-city families [05:15]. He believes these policies have created a permanent underclass [05:23].

None of these are "steps" these are 5 initiatives. None of these can be "done" by completing some tasks or checking boxes. These are cultural and generational issues that take way more time than anyone is willing to commit to change.

Thomas Sowell and Shelby Steele are two of my favorites — and they’ve truly seen firsthand real oppression in their lives. Not the fake “oppression” we see people try and claim today.
