The newly appointed head of the Federal Emergency Management Agency acknowledged in private meetings that with two weeks to go until hurricane season, the agency doesn’t yet have a fully formed disaster-response plan.

David Richardson, who previously served as a senior official at the Department of Homeland Security and doesn’t have a background in emergency management, told staff he would share a hurricane plan with Homeland Security Secretary Kristi Noem after he completes it late next week. He said Thursday he’s 80% to 85% done with the plan. The agency is already months behind schedule in its preparations for the hurricane season starting June 1, which is expected to have above-normal activity, according to FEMA employees.

Richardson said in a recent meeting with FEMA staff that “clarifying the intent of the president,” who has called for terminating the agency, was a challenge in preparing a strategy for hurricane season, according to a video recording of the meeting viewed by The Wall Street Journal.

He also seemed to express surprise at the vast range of FEMA’s responsibilities, raising concerns among career officials about his ability to run the nation’s disaster-management agency. Richardson, who leads FEMA in an acting capacity, took over the complex agency last week. ...

Richardson has been drafting the plan for hurricane preparedness without the expertise of FEMA staff who are usually responsible for putting it together every year, some of those agency employees said.

Agency staff warned Richardson this week in a document viewed by the Journal that FEMA was ill-prepared for hurricane season. Routine FEMA processes such as assessing current capabilities have “been derailed this year” because of staffing and other issues, the document said. “It has not been normal hurricane season preparedness yet.” ...

The agency hasn’t conducted all the usual hurricane readiness exercises and has provided limited training to staff, despite a new policy that requires every FEMA employee to be deployed to an emergency zone, some agency employees said.

Their response to a natural disaster depends on the problems caused by said event. You can plan a general response only.

Of course it is unprepared. That's why giving the money to thebstates is the better option.

I don’t know why but the “uh oh” comment makes me laugh. Like a Yahoo news article then you open it up and it’s a nothing burger

This is what you get when you fire a true patriot and former combat vet and Navy SEAL - whom Trump appointed - for publicly going against Dog Killin Barbie’s crazy whims.

Wow, how did I know to look for this?

Because of course it is. Climate change and such, right? Always predict higher than normal, but seldom does that ever translate to actual
- more storms
- stronger storms
- more storms that make landfall.

Giving the money to the state's directly will be far more effective than even the most prepared FEMA response could ever hope to be.

Nope. The plan is in place and general areas scouted and planned. Location changes as events unfold. They call us and use local assets to get in the areas of need..

As someone who has been in the aftermath of disasters in many different areas (from Lake Charles to Tampa) I would recommend FEMA be a money handler. Most places have good Sherriff departments and state and local EMA's. They are more aware (especially the EMA's) of what is needed where than someone from DC. In addition to handing out money FEMA should have teams that watch over the locals to make sure its done without theft of something like not helping people with certain political signs in their yard.

Regarding not having a plan, why dont they just tweak the prior plans? I'm sure some of those records contain useful information that just needs updating...

Were they ready last hurricane season? NO

I am confident that FEMA will be a lot more efficient and caring than the FEMA in the last administration

Seems to me that if all they did was just weed out the corruption and DEI stuff and focus on the mission of helping those in serious distress, the agency would already be leaps and bounds better than it was.

Cut it back to its core mission. Help people who need it after a disaster.

Yet another Govt agency that has no clue how to do the ONE thing they were set up to do. Unbelievable.

Maybe put DeSantis in charge. He can do both Governor and FEMA.

Arkansas didn't get help with tornados under trump, why should FEMA do anything about hurricanes under trump?

Because Louisiana government is WAY more efficient, and WAY less corrupt than the federal government, right?

What could go wrong?
