Did we actually Help China with the bans causing them to innovate and make a competitive product for cheaper helping them in the long run?

I’ve read the opposite. We will steal how China does AI with slower chips and use it in our faster chips. That way our AI will still end up better. The Chinese just momentarily caught up.
