Louisiana House Bill 77

They're proposing a flat rate on TOPS scholarships. They said they are doing it to try to keep the good students at home, it will affect over 10,000 students currently at LSU and not in a good way. They are also trying to make it where the smaller universities in Louisiana get more money and UNO and LSU get less. It will also cost the state government 35 million dollars more. They should just leave it alone as it has been. This does not help the many only just a few. Please look at the bill and let's hear your opinion on it, thank you.

Law makers fricking with shite they should leave alone once again. They’ve been trying to make it need-based for years.
The purpose of TOPS was to keep LA kids here for college and thus keep them in LA as grown ups. We seriously need to study whether or not this has and is working.

I live here now, but I was gone for years after college.

It certainly failed as to the latter, but that is not an indictment on TOPS. The State being a total shithole run by idiots cannot be overcome by tuition subsidies.

This is stupid. Some of the smaller schools need to be consolidated or eliminated entirely. This State has WAY too many public universities relative to population.

TOPS should be a deferred loan….and if the student actually stays in La, and files 3 years (pick a number) of consecutive state tax returns….then it’s converted to a grant / forgiven.
But if you leave the state before “x” years, you have to pay it back.

Georgia has hope scholarship.
But UGA just raised the standards a bit and GA Tech already had higher standards.
A lot kids went to auburn, ga southern, or kennesaw state instead because even with the minimum to get hope scholarship, you couldn’t get into a uga or ga tech.
Basically they weren’t just taking every b average student who were going to get a partial free ride and not make it through anyway.

TOPS is the one thing this state has gotten right. Why can't they just leave it alone?

Tuition everywhere has exploded, at all state schools nationwide. No, TOPS is not the reason. Federally-guaranteed loans and enormous administrative bloat are the culprits.

Maybe some. But a large portion of LSU students are there because it is LSU. Lets be honest, undergraduate degrees are almost entirely performative at this point in time. Louisiana kids wanting to go to LSU are going there because of their relationship with the athletic department and familial ties to the school in general, and many of them have no interest in living in Ruston or Lafayette for four years.

It only works if you also have jobs for them when they get out. A ton of us didn’t have any good opportunities in Louisiana based on our fields, so we left.
It is a decent idea if concurrently linked with improving job opportunities and diversifying Louisiana’s industries. Instead, it has been a significant waste for many years and should always have been a forgivable loan rather than a freebie. You graduate, the loan is wiped. Fail to do so, and you owe back the money you used to the state. This forces buy in from the recipient.

One of my kids used TOPS and never worked a day in Louisiana. Why would any young person with any sense stay here when there are so many better states to live in?
