OT help - college kid fender bender, parent being difficult

Kids vehicle hit on campus parking lot by another kid, minor damage. Note left. Contacted parent, asked to get quote.
Parent unhappy with amount asks that another quote be provided because scope of work is too much.
Asks that we go see a repair place 1.5 hours away. Declined and suggested insurance claim. Said no and has now quit responding to messages.
I have the note, their info and multiple witnesses that have been involved along the way (35 days now)
OT experts - best way to proceed?

They have already admitted to fault, you have the info and note.
Tell the dude(via text) he can settle with cash in hand on the number you give him l, or you will call the insurance and police if needed for a claim.
You will get a call text back within an hour.

File a claim, provide communication showing them admitting fault and being difficult re: payment, let your insurance handle it

Another theory.....they don't have insurance or maybe none for the kid.

Call the police. Doesn't matter if it's on private property or not, they will still file a report and with the note, be able to make it their fault on the report. Only thing the police can't do is give the other kid a ticket.

Sucks that their kid tried to do the right thing only for the mother to come back around and shirk responsibility. Definitely let your insurance deal with them. They'll uncover whether they had insurance or not.
