Sorry, Mr. President, but that's bullshite. Russia has no more say over Ukraine joining NATO than the US has over Cuba joining BRICS.
That said, sometimes there are serious potential repercussions from committing to certain actions. This is reminiscent of the old "if you punch the bully in the face, he'll leave you alone" stance. Sometimes they do, sometimes they beat the shite out of you.
If you ignore the potential repercussions and they still come to pass, that's something you willingly took on (whether you believed it would happen or not).
