One caveat: we won't catch all the dead/fictitious employees. Whoever set those employees accounts up (and, most likely, illegally pocketing the paycheck) will just log into the email account, make up 5 BS bullet points and hit "Send". But, we'll catch some.

Why is a board of self-proclaimed pious religious men hanging on the every word of a degenerate deadbeat dad with 13 children by 4 women who does not take care of his children?

It's pretty common for medium and large companies to bring in outside firms to observe their procedures and processes. Once the observation/audit is complete a full report is given to leadership that provides guidance for improving the company's efficiency and ultimately their profitability.
