Years ago, when COPS was the top show on TV, they went to Moscow and filmed. The host started that show by appearing onscreen and giving a warning that policing in Russia is different than in the US.
One of the first things they showed was some Moscow officers beating the crap out of a WITNESS because he wasn’t cooperating with the investigation. It was much worse for the criminals.
