If you want to get a lot of them to quit, simply make them do time sheets (much like accountants and lawyers) to account for every 15 minutes of their day. They’ll f*cking freak.

Yeah ive always hate managers like that. I had one for 3 years. Micromanager. All he wanted was to micromanage...didn't really do anything to help with the team

While I realize you are talking about 'federal' and not necessarily locally most of us are severely underfunded. There is probably zero chance that my department could cut anything. I actually 'work' in two different departments which both would be considered essential.
